Carmen Marina Gutiérrez Salazar was
appointed Ambassador Extraordinary and Plenipotentiary of the Republic of
Nicaragua to the Organization of American States, OAS, in March 19, 2003.
An active member of OAS Committee on Hemispheric Security, Ambassador
Gutierrez was elected by acclamation Rapporteur of the General Committee
for the Special Conference on Security held in Mexico in October 2003. She
also lead the delegation to, and later was elected as vice president of,
the First Conference of States Parties of the Inter-American Convention
Against the Illicit Manufacturing of and Trafficking in Firearms,
Ammunition, Explosives, and Other Related Materials, CIFTA, held in
Bogotá, Colombia, in March 2004. A leading voice on matters regarding the
de-mining process in Central America, Ambassador Gutiérrez has always
advanced the Central American concerns and positions within the Committee
on Hemispheric Security.
A member of the Nicaraguan Foreign Service since 1993, her previous
appointments include postings in Costa Rica and Spain, where she held the
position of Deputy Chief of Mission and Consul General from February 1997
to June 2002. From June 2003 until November 2003, Ambassador Gutiérrez
also acted as Chargée d’Affaires, a.i. of the Embassy of Nicaragua to the
White House.
A career diplomat, Ambassador Gutierrez completed her graduate studies on
Diplomacy, with emphasis on Negotiation and International Economy, at the
Diplomatic Academy Manuel María Peralta, in San José, Costa Rica, in 1993.
In addition, she also holds a degree in advertising from the Universidad
Autónoma de Centro América, based in San José. In 2001, Ambassador
Gutiérrez also completed all the optional courses for a Doctoral Degree on
Public International Law and European Community Law from the Universidad
de Alcalá de Henares, in Spain.
Throughout her career, Ambassador Gutierrez has focused on issues related
to International Trade, Tourism, Cooperation, Integration Processes, Human
Rights, Regional Security and International Law. She has actively
participated as a delegate of the Nicaraguan Government to various forums
aimed to promote tourism and commerce, such as the Entrepreneurial Summits
between the European Union and Latin America and several working groups on
investment for the Free Trade Agreement of the Americas.
She has also been a delegate to several Presidential Summits and got
involved in the Commission of Tourism and Border Development at bilateral
meetings between Nicaragua and Costa Rica.
A keen reader and writer, Ambassador Gutierrez has been published in
various Spanish magazines as well as in specialized Central American
publications, and has collaborated with several tourism-related programs
aired by the BBC of London and Spanish National Radio.
